fix(workflow): unify Node.js version config via .tool-versions (#637 )

- Remove redundant .nvmrc (superseded by .tool-versions)
- Update test-build.yml and test-lint.yml to use node-version-file
  instead of hardcoded node-version, matching backend workflows
