# British Olympic Association targets 2014 Winter Olympic success with new
'winter institute'
## The British Olympic Association wants to improve Britain's medal tally at
the Winter Games by setting up an institute of winter sport to raise the
standard of skiers, skaters and sliders.

Talks are under way with UK Sport, the Scottish Institute of Sport and other
agencies about bringing winter sports under a single umbrella to pool
expertise and resources and create an entity attractive to sponsors.
The BOA wants to emulate the model in Australia, where a concerted strategy of
targeting key winter disciplines bore fruit at this year's Vancouver Olympics,
producing their best winter medal haul yet - a tally of two golds and one
silver.
Britain's 52 athletes managed just a single medal, Amy Williams' gold in the
skeleton, falling well below UK Sport's three-medal target.
Andy Hunt, the BOA chief executive, said: "We have been underperforming in
winter sports for an awful long time. Over 20 years and five Olympic cycles,
our medal haul is one or two medals and it hasn't improved."
He added: "We've taken variable number of athletes to each of those Games and
we've always come out with one or two medals.

"My feeling was that we should go back to basics to understand how we can do
better. We're not an alpine nation but, regardless of that, there are
opportunities we should be pursuing.
"I particularly look at what Australia did after the Nagano Games [in 1998].
They had a very similar profile and they said, 'Hang on a minute, there are
winter sports which could produce medals if we cross-fertilise ideas from
summer sports, like trampolining and gymnastics, to help a sport like
freestyle skiing'."
Winter sports, traditionally the poor relations of their summer cousins,
received a boost last week when UK Sport announced that winter and summer
disciplines would now be judged by the same criteria for Lottery funds.
Previously, winter sports were fighting over a much smaller financial pot.
The decision means an extra £4.8million will be available to prepare for the
Winter Olympics in Sochi, Russia, in 2014, though UK Sport's policy of
rewarding only sports with medal potential means that the money will be shared
by just four sports: skeleton, curling, women's bobsleigh and short-track
speed skating. Cash-strapped disciplines such as luge, men's bobsleigh and
cross-country skiing will not receive a penny.
That is where the BOA believes a winter institute would help, creating a high-
performance culture and raising much-needed funds for the have-nots of winter
sport.
It envisages a "virtual institute" along Australian lines rather than a
bricks-and-mortar one, with a clear, coordinated strategy for winning Olympic
medals. By pooling rights, the BOA also believes the institute would be
attractive to sponsors.
Hunt said: "Our belief is that there is significant potential, and money can
then be used to make sure we're underpinning the Lottery money that will be
going into winter sports in the future."
Although the idea is still at the discussion stage, the BOA says it has the
full backing of the governing bodies and it is hopeful it will be up and
running for next winter.
