77f4810ddc set up global localVue 
by setting up localVue with all required plugins (such as styleguide and vuex)
in a separate testSetup file we can avoid doing this individually in all component tests
the testSetup is executed before each test suite, so each test file gets a fresh
instance of localVue

27163b8d79 Install vue-sweetalert-icon globally 
Updating the package to `v4.0.0` still gives me this warning:
```
 WARN  Compiled with 1 warnings
 WARN  in ./components/PasswordReset/ChangePassword.vue?vue&type=script&lang=js&
"export 'SweetalertIcon' was not found in 'vue-sweetalert-icons'
```
